Healthcare model and general information on healthcare system (financing, stakeholders, insurance): The French healthcare system is based on a social health insurance system (SHI) offering coverage to the whole population. The Regional health agencies play a role in managing healthcare provision at the local level. SHI and the central government organise the healthcare system and determines the operating conditions, and the state defines a national health spending target. Public and private compulsory health insurance funds 83.7 % of all health spending (2019) financed mainly from social security. Nearly the whole population has complementary health insurance to cover co-payments and to attain better coverage when poorly covered by the SHI.

Dr. Jérôme Weinbach is Deputy Director of the Delegation for European and International Affairs of the French Ministry for Labour, Employment and Insertion and French Ministry for Solidarity and Health.

Jérôme was Head of the Health and Social Protection Division at the French Development Agency (AFD) and special advisor for EU affairs of the French General Director for Health between 2018-21. Prior, Jérôme was Science and Operations Director of the national “Rare Disease Cohorts” program and scientific attaché of the French Embassy in Germany and the UK.

Inspector of Health and Social Action, Ministry of Health

Romann Datus is Director of Health and Social Action at the Ministry of Health and a graduate of the EHESP – School of Public Health. 

Romann was for 4 years Head of French Cooperation focusing on health at the French Embassy in Bolivia and was afterwards Consulate General of France in Rio de Janeiro for 4 years. 

Since November 2021, Romann has worked at the Delegation for European and International Affairs of the Social Ministries where he follows the bilateral relations of France with several European countries including Denmark.

Chief executive officer (CEO) at Rennes University Hospital

Véronique Anatole-Touzet is General Manager of the University Hospital Center of Rennes, and a graduate from the Institut d’Etudes Politiques of Paris and the Ecole des Hautes Etudes en Santé Publique.

Véronique directed the Eure-Seine Intercommunal Hospital in Upper Normandy before being appointed Chief Executive Officer of the Metz-Thionville Regional Hospital in 2007, and then Chief Executive Officer of the University Hospital of Rennes in March 2015.

Véronique is a Healthcare DENMARK Ambassador.
